In addition to "Back" and "Forward" navigation buttons (which relied on navigation scripts recording the user's location to some global parameter fields before taking the user to a new place), I created a system-wide Map to address the litany of calls from users who could not figure out how to get from where they were to where they wanted to be.
After having done so, I found that I myself was using the Map to get around enough of the time to make it worth my while to create a second map listing ALL the layouts (not just the ones that end users are supposed to have direct navigational access to).
Simple elegant little scripts let me update the value lists of existing and/or user-visible layouts for each file, so keeping the Map current is easy.
